Parliament decided that only the state will give license to anyone to organize lottery.
135 deputies approved the amendments, no one voted against them and 12 abstained.
The amendments in the Gambling act ban lottery game organized by private operators. Selling tickets, coupons, cards will be also banned, as well as paying back prizes to winners without having such license.
No one else but the Bulgarian Sports Totalizator will be able to organize lottery games except for raffles, bingo and keno games.
The law obliges the organizers to establish an unconditional and irrevocable bank guarantee in the amount of unpaid prizes in favor of the State Commission of Gambling in 30 days from the bill enactment into force.
The amendments also provide that selling tickets will be possible not less than 300 meters away from schools.
Issued slips, coupons, or other identification marks not sold until the law coming into force will be destroyed by 31 December 2020.
The winnings of games that have not been paid out before this act’s entry into force will be paid in accordance with the approved game conditions and rules for the respective game. From the day this law enters into force, the distribution and sale of tickets, slips, coupons or other certificates for participation in the games by organizers other than the state-owned Bulgarian Sports Totalizator will be suspended.
An amendment that would have completely banned gambling advertising, tabled by opposition socialists, did not receive enough votes to pass.
Amendments in the Gambling act will come into force 3 days after their promulgation in State Gazette.
